My computer boots up and goes to the log on screen but there is nothing there to click it is just a blue screen with no accounts.

Next Startup tap F8 repeatedly. At the Menu select Safe Mode with
Command Prompt
Try a System Restore from there

Now the system runs (after the restore) but I can't re-load Norton Antivirus and if I go online to try to get anything I get an error saying the remote procedure call system terminated and the system reboots. This occurs after several minutes online.
