What is this? Can it be fixed? Can not log on to windows.

This is (part of) your registry (one of the files that make up your machine
settings) and it appears to have gone south, hence you cannot get into
windows.
Fixing it? Depends on how 'prepared' you are.

Have a backup? restore it.
Have an image of the 'before' situation? put the image back.
None of that? Have the CD, preferably an 'upgrade' one?
Try doing a Recovery install. Does not work?
Do an 'upgrade' install.
