Bootable XP Professional

I have XP Professional with SP2 is bootable from my DVD burner. But I have
another XP Professional CD (no SP) which is not bootabl. Any idea?
Any how can I make that bootable?

All retail Windows XP Home and Pro are bootable.
What type of CD is it and is it original or a copy?
 
All legitimate XP cds are bootable by default. Check the disk for
scratches/fingerprints.
