Bootable CD

I have two notebooks, neither came with a XP CD, and neither has a
floppy drive. With what came stored on the Hard Drive, is there any way
to make a bootable Windows CD. One has refused to boot in any fashion
and I need a way to start it in order to do a CHKDSK and/or any repairs
on the Windows files.
