Is it possible to make a bootable CD with the Windows XP? (the operating
system, not the install files, like the knoppix distribution of Linux)

Yes and No, We have a specific version of Windows XP that is a fully
bootable OS that runs from the CD etc.
This is Windows PE
see

This is NOT a long run OS in that it is not to be used as a permanent
operating system - it was designed to be used as a bootable OS for pre
installation tasks.
If you are looking at robust embedded operating systems then Windows XP
Embedded is the better option.
