When you say Wallpaper screen, do you mean Desktop?

What icons should be near the clock?

What happens when you boot to safe mode? Access the registry editor & go to
STARTUP apps from the following keys & let us know what they are:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run

From these results we can tell if you have a rogue program killing the
system tray processes

Hi Wills,
I think you answered this Question by the previous Question for blocking
websites that are known to harbour viruses, your computer is infested by
malwares and Viruses scan for them and you can use the Content advisor and
set a password then assign the forbidden sites there and who allowed access:

"HOW TO: Use the Internet Explorer 6 Content Advisor to Control Access to
Web Sites in Internet Explorer"
http://support.microsoft.com/kb/310401

But First go through these steps:

1 - Open the Run Command and type in:
explorer.exe click [OK] does this bring up any thing?.

"Process Explorer for Windows v10.21"
http://www.microsoft.com/technet/sysinternals/utilities/processexplorer.mspx

"Line 195. Restore Desktop Icons and Taskbar"
http://www.kellys-korner-xp.com/xp_tweaks.htm

2 - Click start >> Control Panel >> Double Click Network and Internet
Connections >> Double click Internet Options, on the IE Properties window
you will see these Options:
General | Security | Privacy | Content | Connections | Programs
| Advanced .

Click on General Tab (1st Tab on the left) and you will see a Button called
[ Clear History ..] click on it to clear your History caches, then click on
[Delete Files..] to delete Internet Files created over the time, click on [
Delete Cookies...] to delete your cookies left by visiting websites.

* Then try to Disable the Add-Ons on your Browser somehow installed on your
browser, On how to disable the Add-ons follow this:
Click on Programs Tab and then click the Manage Add-Ons Button there Disable
the None/Not Verified Plug-ins/Add-ons ( you can Renable them one-by-one
later and see which is the culprit or you can send them here in your next
post) and click [OK] to confirm your Changes.

Click on Advanced Tab and scroll down under the browsing option and uncheck
this box:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) and click Apply
then Ok to close your IE Properties.

Scan your computer with online scanner from here:
http://www.pandasecurity.com/activescan
http://www.trendmicro.com
And also for malwares from here:
http://www.lavasoft.com/products/ad-aware_se_personal.php
http://www.safer-networking.org ; for Spybot S&D

Here is the link for ZA download all versions get yourself a firewall:

happen:
"How to perform a clean boot in Windows XP"
