Boot up hangs

When I turn on my computer it hangs half way into the boot up process. The message "NTDLR is missing" appears, followed by "cntrl+alt+delete to restart"

I have tried to repair WinXP by putting the disk in and restarting the computer then booting up through the cd-rom. then using the repair option, but to no avail. I have tried changing the boot sequence, but to no avail. I've tried to repair manually, but do not know the administrative passcode.

please help!
