Boot up fails to go to Windows

A friends computer upon booting up continuosly goes into the Safe Mode screen
then recycles turning itself off and back on, no matter how I try to
circumvent this situation it keeps happening. So far I have attempted to
check all hardware with the exception of the motherboard.

Is it all all possible I need to simply try to perform an XP repair?
Any help greatly appreciated.

I'd start with a repair at this point, if you can't get into the OS then
it's usually the best method other than a side-by-side installation on
another partition and then cleaning up the old one, editing the boot.ini,
and generally mucking about for a while...
