Booting up a computer it halts at the Windows screen just before the user
account screen and will go no further, this occurs in Safe Mode as well. If I
do not have recovery disks, what can I utilize to boot or repair, also just
prior to all this I had performed virus scans, and spyware scans, the machine
did well.

When starting up, tap F8 a few times before the Windows XP logo screen
appears and you should get a menu with, among other things, this
line:-

LAST KNOWN GOOD CONFIGURATION
(your most recent setting that worked)

Select that and press ENTER.

It does not always work but well worth a try.

And if no luck here, try in place repair.
Boot the system fromthe original cd. Skip the
first option to R, select install windows. On the second option to repair,
select repair. Windows will start copying some file, and will try to fix
damaged files. Be patient, let the entire process complete.
