Here is my situation. My PC will only boot in safe mode. I cab get it to boot
properly in safe mode, I ran my virus scan, defraged my drives, etc. 0
errors. When I try to restart my computer, I get the message, windows failed
to properly shut down. I then get the option of safe mode, start windows
normally, or last know good configuration. I have tried everything. I always
get back to the same screen unless I log into safe mode

If it won't boot in any mode then you'll need to try a repair install.
See this link: http://michaelstevenstech.com/XPrepairinstall.htm

Before you do anything make sure you have a backup of important
information. If you don't take the drive out and put it in another XP
or windows 2000 computer as a slave drive and copy the data from it,
then try the repair.

When your computer boots up press f6 several times until it takes you to a
window where you can tell your computer to boot up normally it is probably
the last selection
