Boot in safe mode

Why can I boot in safe mode with network support but not boot in just safe
mode? Safe mode boots to the black screen with the words "safe mode" in all
4 corners and I have mouse functions, but no icons or toolbars, etc. I have
a Gateway computer running XP Pro. Thanks for any help.

Sometimes this works.

When in Black Safe Mode hit the WinKey+R
Type in EXPLORER <enter>
