I'm trying to start off my XP disk in order to re-install the OS.
However, when I press F8 at startup, I am not given an option to boot
off of my DVD drive which has the XP disk loaded.

I tried to change the BIOS settings and boot off of CD from before the
HD, but that didn't work.

Any ideas guys?
thanks!!!

What kind of computer? Some require that you press F12 (or some other
function key) to choose an alternate boot device.

Did you just TRY, or did you actually change the BIOS setting? You
should be able to go into the BIOS and see what it's showing now. If
this is set correctly, I cannot imagine why it would not work. You
should also be getting a message "Press any key to boot from CD",
although I don't know if this is BIOS dependent so that it may not
occur on all systems. If you don't press any key, the boot will
continue form your HDD.

Is the boot cd a copy or original? I have noticed some people will try
and boot from a corrupted copy and it will skip the boot from cd option.

I've probably mis-understood the question but.....
1 Change bios to boot from cd first.
2 Shut down you computer with your installation cd still in the drive.
3 Power up
4 You should the boot from the cd.
5 Format your drive and then fresh/clean install
Works for me!
