From the Windows CD or any part of Windows XP, no. However, you can
download from Microsoft (it's free) a set of startup files that create these
startup disketes, and it's a good insurance policy to have them, in my
opinion.
Go to the Microsoft Support Knowledge Base at http://support.microsoft.com, and search for Article Q310994. From there you
can download the files to create the Setup disks.
