Booking A Resource

We have a few resource rooms, such as video conferencing room, training room
etc. With the one video conference room a user can schedule a meeting and
receive an automatic response. With the second video conference room users
get the following error when they try and select the resource:
"You marked "<resource name>" as a resource. You cannot schedule a meeting
with "<resource name>" because you do not have the appropriate permissions
for that account. Either enter the name as a required or optional attendee or
talk to your administrator about giving you permission to schedule "<resource
name>".

I've tried to compare the settings in Outlook 2002 on the two resource
accounts, but cannot find a difference.
We run an MS Exchange Server 2000 SP3 and Outlook 2002 on each users PC.

I suspect it's a permissions issue I cannot find, please help

Have you checked the default permissions on the second resource calendar?
