body message html

Using Outlook 2003, how do I use html for the body of the message? Are
images sent with the message as well?

Tools>Options>Mail Format. Select HTML from the "Compose in this message
format" drop-down.
 
I mean how do I get the html content into the message, viewed like a web
page. The Insert>File menu option results in an attachment, not viewable
results in the message body.

If I understand you, you're saying you have an existing HTML file and you
wish to include it in the body of a mail message, correct? I can't help,
since I would never, ever subject my recipients to HTML. Sorry.
