Blue taskbar icon - What does it mean?

What does it mean when the taskbar icon turns blue? I've seen this happen on
a couple of my workstations now and there is no obvious reason for it. Can't
find anything in the help and no clue in the help popup balloon.

It's a bug.

Happens when you use Fast User Switching or Remote Desktop or Remote
Assistance on the box.
