blue screen

i get a blue with error message "IRGL-not-less-or equal"
I have downloaded update Q816654 which fixes this exact
problem, but it will not install.
"WEU cannot retrieve info needed for setup from database
setup cannot continue."
Any help will be much appreciated thanks!
