Blue screen... unable to load device driver

My wife's laptop runs Win2K and has not been booting. We
get:
Stop: c000026c... Unable to load device driver
\SystemRoot\System32\Drivers\EFS.sys could not be loaded

We cannot boot in safe mode or using last known
configuration.

Any ideas on what may be causing this and how it could be
diagnosed or fixed?

Boot the recovery console and fix it (if you pre-planned the SET command, tip
2615 in the 'Tips & Tricks' at http://www.jsiinc.com)

You could run a manual repair, tip 2039, reapply last service pack/fixes.

I would build a slipstream and use it to repair, tip 2529.
