Blue screen stop 'IRQ less or equal'

Using a new install on a new hardware build with Win 2000 professional,
I was getting continual auto re-boot after Win slash screen. Booting
from CD, with no choice it seems the installer kicked in and reported
creating a partition, copying files etc. Then rebooted, then caries on
loading drivers etc. then finally I get a blue screen (that I can read)
as shown below. Can anyone help diagnose it ?

IRQ-NOT-LESS-OR-EQUAL
Beginning dump of physical memory.
Dump Complete.
Contact administrator etc.

On a new install, if you are getting bluescreens before the install
completes, you are definitely looking at a hardware problem.

A few things to check ...

1. Go back and reseat everything in the machine. One lose board could
cause the problem.
2. Make certain that the components you are using are certified to work on
Windows 2000 (http://www.microsoft.com/whdc/hcl/search.mspx).
3. Remove EVERYTHING from the system except for one stick of RAM, the
video card, and the processor. Then try an install.
4. Make certain you have the latest BIOS update for the motherboard.
