Blocking senders in MS Outlook.

I've been having problems blocking email addresses with MS Outlook.
I've done the "right click on a message, select Junk Mail->Add to Blocked
Senders List" bit in a friends Outlook and then tried to send that person an
email.

The email appeared in their Inbox.

I've also clicked the checkbox that says "only recieve emails from the Safe
Senders List" and sent an email whilst not in that list and the email got
through.

Is there something that switches these options on and off, because it seems
all the options in the Junk Email Options are being ignored.

what type of email account does your friend have? if imap, are they
downloading the entire message? if exchange, are they using cache mode?

is there a contact for yourself? is the option to trust contacts also
enabled?
