Blocking new incoming email

I have recently installed a new computer, and its newer
version of Outlook express blocks access to all incoming
emails. How do I eliminate this problem?

description is enough.

BTW, you posted to the wrong newsgroup. This newsgroup is for Microsoft
Access, a database application.
