Blocked Inheritance reverting

Here's an odd one...
I've got some user and group objects in AD that keep reverting their
"inherit permissions from parent" setting under advanced security.

I've tried to reset permissions to default (in ADUC), used DSACLS but after
about 15-30 mins they'll revert.

Has any seen this before?

They're not builtin or domain admin accounts.

Very odd...
