Home Folder Permissions

Windows 2000 Server - SP4

I setup a Users directory with the default permissions of
Everyone-Full for the share and file permissions.

I used ADUC to create the home folder for the user
account. Checking the users directory, I now see the
user's home folder with the file permission set to
administrators-Full and the UserAccount-Full.

When the user signs on, they create a subfolder
underneath their home folder, but when they do the
permissions are Everyone-Full and the user cannot get
access to it. The box is selected to inherit permissions
from the parent. If I click "advanced" and select to
reset the permissions and then "apply" them, the
permissions are reset to the correct permissions from the
parent.

Any ideas why this would be happening? I've setup a lot
of other networks in the same matter, but I haven't seen
this occur. The permissions just inherit as they should.
