Blocked email

A business associate using AOL continues to try to send
me an email; however, it indicates on their end that his
email address is blocked from Outlook.

How do I reconcile this? I looked in Organize, Rules
Wizard, and nothing appears to be blocked.

What else could be the problem?

You won't find that setting in Outlook. It's a mail router issue. If you
use Exchange, then talk to your Exchange administrators. If you use POP,
then talk to your POP provider.
