Blocked domains not working on multiple email a/c's

I have Outlook 2003 set up with 2 email accounts. I have a number of domains blocked with Outlook's Junk Email filter. In the past several days, emails are showing up in 1 (but not both) of the email accounts from many of these blocked domains. I thought Outlook applied its junk email filter to all accounts. Any thoughts? Thanks in advance for any suggestions.
 
are you sure the domains are identical? If outlook is busy as it polls mail,
it occasionally misses with the filters.
 
100% identical. On one recent day, I had 20+ emails from domains that I confirmed to be on my blocked senders list, but only on 1 of 2 accounts. On the other account, I got none.
