block or permit something called C:\windows\system32\svchost.exe

Should I block or permit this? I have blocked it and it continues to come up
as a pop up on my screen. I permit it and it still comes up on my screen as a
pop up. Can someone please tell me what to do with this. I am ready to throw
my lap top in the trash.
 
I can't get into my class rooms....they keep sending me to the inbox...I
NEED HELP!!!!
