block internet access

We are purchasing 5 laptops for training purposes. Am hoping to get advice
on how to block out internet access to these laptops. The laptops will be
purchased with Windows XP or Pro and Office.
In the past, our computer savvy staff went beyond training into online
joyrides and turned our training notebooks asunder. Am hoping to get around
the online experience and block out internet access on these new laptops.
How can we block out online service from the computer savvy? And this has
to be more than a basic block. Are there files that can be deleted? Can the
internet be disabled so that the savvy cannot get into it? All this without
disturbing Windows and the use of Powerpoint, Excel, etc....

Thanks for any and all advice!

Our staff carry the laptops around to train employees. And it happens. We
are unable to control some yahoos until it's too late.

Assuming the users in question do not have administrator access to the
operating system nor can gain it [unlikely for a malicious user] you can
configure a bogus default gateway on those computers. Also implementing an
ipsec policy that does not allow internet access could also help as even
most savvy users don't have a clue what ipsec is though booting into Safe
Mode with networking will bypass ipsec service by default though that can be
changed also.

You could also try to uninstall the drivers for the network card if you have
the ability to reinstall them. I normally would say to disable the network
card, but sounds like they would figure that out. I also know there is a way
to block access in the content advisor, but I haven't tried it myself.
