Block Internet Access on Terminal Server

I am currently running a Windows Server 2003 terminal server.

It has been brought to my attention that users are using this server to
browse the web.

Is there any way I can stop them doing this or ensure that if they do all
internet access is router via my proxy server?

This group is for the Access database program. You may want to try one of
the Terminal Server groups.
