"Blind" Distribution List?

I want to send an email to a group of people have them not be able to see
each other. The BCC field works for this, obviously, but it requires a
sender in the To field. How can I send to a group of people and make it
appear that they're the only recipient?

The group is less than 30 people. I'm not trying to do a mass/spam-mailing

Nope. You don't need anything in the To field.

That depends on the mail server, not Outlook.
He might very well require something in the To: field.

Sorry, I didn't add that the mail server is Exchange 2003 (SBS machine).

I didn't think of a mail merge. Thanks for the links. I have always thought
of mail merges as a tool used with Word. It looks like using mail merge from
Outlook will take care of it.
