blank subject line

is there a way to setup outlook to warn whenever the subject line is blank on
a outgoing email message?

There is no setting in Outlook for this. I am sure that you might
realize that with VBA but I haven't a clue how - I am not versed in
VBA. But, you might use [1]; that is a german tool indeed, but you
needn't speak german to use it. Install it and simply check the option
"Jede Nachricht auf leere Betreffzeile prüfen" (that means "Check every
mail if subject is blank"). If you like this add-in and you have any
questions about the other options, feel free to contact me.

I was able (after struggling with the german language) to install and
configure the suggested tool--thank you very much--and now Outlook checks for
blank subject lines.
