I had loaded a CD-ROM with forms - rec'd message that the resolution should be increased

Steps I used to increase resolution
Display properties- settings-advanced-adapter-properties-driver-start up I changed from "system" to "automatic"- list modes I dragged cursor to 1024 x 768 256 colors tho prevous was 640x480 high color 16 bit default refresh"
Then msg displayed on screen read the CD-ROM I had loaded required a 16 bit color or higher

I made no changes since I could read the contents of the CD-ROM

I turned off the computer. Later, when I turned it back on, the Windows logo appears with the bar underneath the logo with white dots running back and forth followed by a blank screen

My system is Dell Dimension 2350; monitor E151FP

Any suggestions? I have been using the computer with Win XP Pro for about one year before this incident

Try going into Safe-Mode (hold F8 key down during the start of the boot
process - POST). this should start the comp in VGA mode. Then navigate to
diplay properties and reverse the changes you made or try a different
setting - re-boot for a normal start up.
