Blank page when first opening IE6

For the past few days, the first time IE6 (running in XP Pro, all updates)
is launched after a cold or warm boot it will not load the home page
regardless of what URL is given. The response is always a "Page not found"
(or similar), but after this point any URL will be available by typing in
the address line or clicking on a favorite. The page and address line are
always blank at first and nothing can be accessed (bookmarks, etc.) for
10-15 seconds after launch. This occurs about 75% of the time with warm
boots and nearly always with cold boots.

I'm on a LAN with three computers and this occurs on two of them, and
although I haven't seen it on the third it has not been thoroughly tested.
The router is a Linksys BEFSR41 and the cable modem a Toshiba 1100U, but
when the router is bypassed the problem persists, so I've ruled out the
router as the problem. The Cox (ISP) tech support says I have an errant
registry entry, which of course is out of their jurisdiction, but can't
explain how two computers managed to have their registries altered at the
same time. Neither computer has had any major changes except the main
desktop, which had a HD change about the time the problem started by cloning
the old to new with Norton Ghost 2003. Cloning and restoring is not
something new here, as this is a new problem. Also, at any given time one
computer may be afflicted while the other is not. The problem is sporadic
and not repeatable, but happens most of the time on Windows restart. Once
IE6 starts working it runs perfectly for that session.

Forgot to mention one other thing:

When a computer is afflicted, I can ping any URL (DOS prompt) with a
numerical address, but nothing with a domain name. Cox claims their DNS is
not the problem, and pinging that DNS site (numerical) works fine. They say
this means the DNS is working properly. Again, once a domain name is
accepted and communication established there are no problems until the
computer is rebooted.
