Blank IE Version, Cipher etc., and blanks on some web pages

I am trying to fix a friends XP machine. Many web pages do not display
completely, some including windows update are completely blank. In addition,
when I tried to check About Internet Explorer, the Version, Cipher, Product
ID and update versions are all blank. He has a legitimate OEM version of XP
on a Compac computer. Any Ideas? Is there a good way to reinstall IE?
