blank entry in msconfig startup?

I'm running XP home.

I've long been puzzled by an entry in my msconfig that is blank in both the
"Item" and "Command" columns? In the Location column it is listed as
"HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run". Looking into that
registry location suggests it might be something called "piiserviceOE".

Does anyone know what this item is or does?

I have no such entry.
My guess-OE is Outlook xpress . Maybe u get email
notifies on Desktop/Tray? I dont.

I have lots plugins 4 OE(QuoteFix, DBXtract,..) but
find no 'piiserviceOE' anywhere as exe, dll,..

Any advise is my attempt to contribute more than I have received but I can only assure you that it works on my PC. GOOD LUCK.
