When I boot up my Dell with Windows XP all i get is a
blank desktop. No icons or anything at all. If I press
CTRL Alt Del I can oipen the task manager, but am still
unable to bring up a desktop.

Bill,

Create new Explorer.exe process from Task Manager.

Open Registry Editor and see if shell is set to explorer.exe
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon]

There are 3 methods described in the following MS-KB. This should help:

Try "Method 1" described in the following site:
Taskbar Is Missing When You Log On to Windows:
http://support.microsoft.com/default.aspx?scid=kb;en-us;318027

NOTE:
Try the following method to copy the user data [ignore the method 2 in above article] to the new profile.

You will need to end the process on the correct explorer.exe while in Task
Manager and the desktop, will reappear. Or end both and then go to File/New
Task and type in: explorer.exe in Task Manager.

If not, set the Desktop/Taskbar to Default using this small utility:

Taskbar Repair Tool Plus!
