Blank Desktop!

This problem just started a few days ago:
Whenever I log on as Administrator in XP Pro( or with my
account with has Admin rights ) I get a blank desktop with
only the background-no icons no tackbar..nothing! I've
created a new account ( non-administrator account ) and I
can logon just fine with all my icons and taskbar, etc.
But, I need to install programs and do updates and this a
problem if I can't log in as Administrator. I went into
safe mode and updated my windows software and updated my
norton antivirus files then did a scan...no viruses found.
What can I do to solve/fix this problem?? HELP!!

Install the fix, then reboot your computer.
