Blank CD problem

I have a Gericom notebook running XP with SP2.

I've recently become unable to write to a blank CD although I'm able to
access my own backup CD in all respects (read/write/update/delete).

Using 'copy this file' from within My Computer to copy a Word file, what
happens is that there are no messages but also no CD activity. The CD remains
blank and the file I've tried to copy has become 'read-only'. At this point,
if I try to shut down, I get 'Windows is currently working with a file.
Either wait for Windows to finish, or close it before you quit Windows'.

I've tried with various brands of CD, including one identical to my back-up.

My hard drive has been defragmented & has 91% free space.

Any advice would be much appreciated.

CD-R or CD-RW?
if CD-RW - is it formatted?
