Blank blue desktop

I have w2k workstations and one w2k server that boots up
to the login screen but after entering the user name and
password it acts as the desktop is going to load but then
disappears. The screen stays blue with no icons or
taskbar. The server that this happened to is still
functioning as a server would accept I can't login to it,
but all file sharing and print services are acting
normally. Thanks for any help.

Can you boot into Safe Mode? If so, than I would suspect some third-party
software is causing the issue
- Scan for adware/malware
- To disable third-party browser extensions:
1. Open Internet Explorer
2. Clear the checkbox for "Enable third-party browser extensions
(requires restart)" found in Tools > Internet Options > Advanced
3. Restart
- Or might find a reference to an unwanted .exe in one of the Run keys as
indicated in the below article:

I've seen somthing similar, and it turned out the PC in question had 2
graphics cards installed and had somehow got set up into some
multi-screen-desktop mode. If it does have more than one graphics card, once
you are at your blue screen, try plugging your monitor into the other one...
