Black screen on boot to safe mode using ATI All In Wonder 9600 XT

I recently installed an ATI Radeon All In Wonder 9600 XT AGP graphics
card. When I try to boot to safe mode, the driver loading screen
appears, then the monitor goes black and I get the message:
Out of Range
Change Monitor setting to 1280X1024 60 hertz

The screen never recovers and I have to reboot to normal mode.
The settings for the monitor are 1280X1024 60 Hertz
System:
Intel Pentium 4 2400 Mgz processor
2 gig memory
2 SATA hard drives
SATA Plextor DVDR/CDR
TDK cd writer
Extigy USB sound card
Windows XP Pro
Asus P4SDX Mainboard
HP pavilion f1903 flat panel monitor
HP 7960 printer
HP 7550 Printer
HP 5370C Scanner
