black screen/can not turn off or restart/pointer is visible

mouse is functional,but no response from keyboard or computer, just a black
screen. have tried ctrl alt del, tried manually turn off, no response ,.
anybody encountered this before? please help!
 
Probably everybody has encountered this problem. Are you referring to
shutting down and having this problem or starting up?

Just press the power button and hold it until the computer powers
down. Then try to reboot.
