Binding a DNS name

Is there a way to bind a DNS entry locally on a client?
I am wanting to bind an IP of a server outside my local network by its IP
address so that programs can use its name to resovle the IP without needing
to change each entry in each program.

It sounds like what you are after is a a hosts file on the client machine.
