Best way to serve NTP to VMS hosts? (Not SNTP)

I would like my PDCE to serve time to my VMS and unix hosts, but I can't
figure out how to get it to work. On NT4 I used a reskit utility, but I
can't figure out how to configure W2K3 to do the same using the built in time
service.

Any help is appreciated.

I use my W2K3 servers as time servers for my Linux hosts and even my Network
multi-layer switches. All I had to do was point them to the W2K3 server.
Sorry, I know this doesn't solve your problem, but just letting you know it
does work, and I didn't have to configure anything special to get it
working.
