NTP Time Server in 2000

Ive read 100's of posts but can't seem to make a domain controller a NTP time
"server" that can share time with my Unix hosts.

I ran w32tm /register, but when I netstat I don't see it binding to port 123
or the SNTP port.

Can anyone help me get this to work?
