Best way to prevent users from shutting down Terminal Server

Hi,

What is the best way of keeping users from shutting down a 2003 Terminal
Server in a Win2k domain?

Only members of the Administrators or Server Operators Groups (by default)
have the "Shut Down the System" Right, so remove normal users from these
groups, or change the members listed for this right (in the local security
Policy or GPO)

Just because users have the shut down option in the start menu or task
manager doesn NOT mean they can reboot or shut down the server, as they will
only be shown the logoff or disconnect options when they click shut-down.

You can remove these options from the start menu with group policdy.
