Best silent ATI PCI-E card for a shuttle PC?

I want a silent PCI-Express
card which will fit into the limited space offered inside a shuttle
case. There is a TV card in the PCI slot next door. Obviously,
massive heatsinks are not an option. I won't be playing games though,
just want the best HD video performance I can get with no noise. I
want an ATI card as I use POwerstrip to create custom drivers. I know
the X550 will fit, but is it any good and can I do better? Thanks for
any advice.

Gigabyte makes a cheap x1300 with no fan, short (length) and narrow
(slotwise). avivo. Dvi, vga, component output.
