Best Performance

I run several upgraded from win 98 to XP pro machines that
work fine with a win 2003 server provided that the
Performance setting is set to Best Performance. It would
appear that this setting is user specific in that if I log
off, even as an administrator to the local machine, after
making the change the next user has to make the same
change to see their performance improve. However, with 180
machines and 500 users I cannot go around manually setting
each users' performance. OK so why not use ADMs and Group
policy...? This setting does not appear to be available on
win 2003 server!! Has anyone come accross this problem and
found a customised ADM or reg setting? Basically I want
all machines to be set to Best Performance for all users.
