Octave is the closest(uses a very similar language)

Which of them is most similar to Mathematica?

Not really very familiar with Mathematica, but I would say that none of them
are.
Matlab is at its root a(numerical analysis) equation solver. I think that
Mathematica is more general purpose than that.

Octave and Scilab are the closest to Matlab
R is primarily a statistical tool
Maxima and MuPAD Light are Computer Algebra Systems
Ascend is a Chemical Process Modeling System

Mathematica can do all but the last, I think.
