where do you configure the bcc on outgoing mail? Thanx

There's nothing to configure. You just add the addresses of people
that you want to BCC into the BCC: field instead of the To: or CC:
fields.

What about if you want an email address value automaticly
entered in the bcc field everytime you send an email.
Is there a way to do that?

I don't know of any way to do it.
 
Create a form with that address already added to the BCC field.

Click View | BCC to see the BCC field. Type whatever addresses you want
to BCC to in there.
