Hi all... not sure if this is the right group for this question but here
goes.

Can I create the boot CD from the recovery CD included with my computer?

If not is there any way for me to do it?

That depends on the type of recovery CD.

If your CD contains a directory named I386 (with a lot of files,
most of them ending with an underscore) it's OK.

If your recovery CD operates on some kind of images, bad luck :-)

And this folder may be on the hard drive already.

It is here, and BartPE certainly used that successfully for me.
