Hi any software out there for application based bandwidth "allocation",
ie. bandwidth for lower priority apps will be throttled automatically
whenever higher priority apps requires bandwidth?

Bandwidth priority will be implemented in a future version of netlimiter...
for now you can give fixed bandwidths for each application.
